What Stage 1 Involves

A thorough visual structural inspection

Stage 1 is the mandatory first stage of every BCA PSI cycle. It involves a thorough visual examination of all accessible structural elements of the building by the PE. Every column, beam, slab, retaining wall, car park deck, and structural perimeter element is methodically inspected and documented.

The PE is looking for signs of structural distress โ€” cracking, spalling, corrosion, deflection, deformation, moisture damage, and evidence of unauthorised structural modifications. Every observation is documented with location references and photographs.

At the conclusion of Stage 1, the PE prepares a certified inspection report stating the overall structural condition and recommending whether Stage 2 further investigation is required. This report is then submitted to BCA via CORENET-X.

Every PSI engagement begins with Stage 1. Stage 2 only follows if Stage 1 findings warrant it. Most buildings in good condition complete their PSI obligation at Stage 1 only.
