How often must buildings undergo PSI in Singapore?

Non-residential buildings (shophouses, factories, commercial) require PSI every 5 years from their 13th year of age. Residential buildings (condominiums, landed) require PSI every 10 years from their 13th year. BCA issues the notice approximately 12 months before each cycle is due.

What happens if I miss the BCA PSI deadline?

Does every PSI require Stage 2 investigation?

No. Stage 2 is only required when Stage 1 identifies structural defects that cannot be assessed through visual inspection alone. Many well-maintained buildings complete their PSI at Stage 1 only. Who is responsible for PSI โ€” building owner or MCST?

The building owner is legally responsible. For condominiums, the MCST is responsible as the legal entity managing common property. The MCST funds PSI from the sinking fund. We provide scope letters and budget documentation to assist MCSTs with AGM/EGM approval. Read the MCST PSI guide โ†’

Does the PE need access to individual condo units?

For Stage 1 PSI, individual unit access is generally not required. The inspection covers common areas only: car parks, corridors, lift lobbies, pool decks, rooftops, and plant rooms. Individual units may be needed in Stage 2 if a specific defect pattern requires tracing into unit areas โ€” this is coordinated with residents in advance.

How long does the PSI process take from notice to BCA clearance?

Typical timelines: small landed/shophouse/factory = 3โ€“5 weeks; medium condo (50โ€“200 units) = 5โ€“9 weeks; large condo = 8โ€“14 weeks. Add 4โ€“10 weeks for Stage 2 if required. BCA processing takes 2โ€“4 weeks after submission.

Can MCSTs use sinking funds for PSI?

Yes. PSI is a statutory maintenance requirement and qualifies as a sinking fund expenditure under the BMSMA. We provide scope letters and formal quotations suitable for MCST council or AGM/EGM budget approval before you formally appoint us.

What is the difference between PSI and PFI?

PSI (Periodic Structural Inspection) covers load-bearing structural elements โ€” columns, beams, slabs, foundations. PFI (Periodic Facade Inspection) covers the external facade cladding for falling risk. They are separate BCA requirements. We conduct PSI (structural).
