What is BCA Periodic Structural Inspection (PSI)?

Under Section 28 of the Building Control Act, all buildings in Singapore aged 13 years or older must undergo a Periodic Structural Inspection (PSI). Non-residential buildings (factories, shophouses, commercial) are inspected every 5 years. Residential buildings (condominiums, landed) are inspected every 10 years.

BCA issues PSI notices to building owners and MCSTs. Upon receipt, you must appoint a BCA-accredited PE (Civil) registered with PEB to conduct the inspection and submit the report to BCA within the stipulated deadline. The PE bears personal civil and criminal liability for inspection findings.

PSI is not a one-off survey — it is a recurring statutory obligation. Failing to comply is an offence under the Building Control Act and can result in enforcement action, fines, and complications when selling or refinancing your property.

Condominium & MCST PSI

Condominium PSI is one of the most common PSI assignments in Singapore. The MCST is legally responsible for ensuring PSI is conducted and typically funds it from the sinking fund. The inspection covers all common-area structural elements — car parks, pool decks, corridors, lift lobbies, roofs, and building perimeters.

For large condominiums, access coordination with residents, security, and managing agents is essential. We handle all access coordination and minimize disruption to daily operations. Individual unit access is generally not required for Stage 1.

Shophouse PSI

Singapore's shophouses — particularly conservation shophouses in Chinatown, Tanjong Pagar, Little India, and Kampong Glam — require careful structural inspection. Many date from the 1900s–1950s and have masonry and timber structural elements that require experienced assessment.

Shophouse PSI requires the PE to inspect party walls, floor joists (timber or RC), roof structures, staircases, and basement areas where applicable. The PE must understand both traditional masonry construction and any subsequent A&A works that may have altered the original structural system.

Detached, semi-detached, inter-terrace, and corner terrace houses aged 13 years or older require PSI every 10 years. Landed property PSI is typically more straightforward than commercial or industrial PSI, but requires careful assessment of foundation settlement, subsidence, and any structural modifications made during renovation.

Homeowners who have undertaken extensive A&A works should note that any structural modifications must have had proper PE endorsement at the time. The PSI PE will identify and document any structural concerns that may have arisen since the last inspection.

Stage 1 & Stage 2 PSI — What Each Involves

PSI is conducted in two possible stages. Stage 1 is mandatory. Stage 2 is triggered when Stage 1 finds structural defects requiring further investigation.

Stage 1 — Mandatory

Visual Structural Inspection

A thorough visual examination of all accessible structural elements by the PE. The inspection produces a certified report documenting the building's structural condition, any observed defects, and a recommendation on whether Stage 2 investigation is required.

Residential buildings (condominiums, landed, HDB where applicable) require PSI every 10 years from their 13th year of age.

Does every PSI need Stage 2 investigation?

No. Stage 2 is only required when Stage 1 identifies structural defects, significant distress, or conditions that require further detailed investigation to determine severity and required remediation. Many buildings — particularly those that are well-maintained and recently renovated — complete their PSI obligation at Stage 1 only.

The PE decides whether Stage 2 is required based on what is observed during Stage 1. The decision is professional and independent — not commercial. We will only recommend Stage 2 if it is genuinely warranted by the structural findings.

Who is responsible for PSI — the building owner or the MCST?

The building owner is legally responsible under the Building Control Act. For strata-titled developments (condominiums, commercial strata), the responsibility falls on the Management Corporation (MCST), which funds the inspection from the sinking fund.

For individual commercial or industrial buildings, the registered owner is responsible. For buildings with multiple owners, the MCST or equivalent management body takes responsibility.

Does the PE need access to individual units inside a condo?

For Stage 1 PSI of condominiums, access to individual private units is generally not required. The inspection covers structural elements in common areas: car parks, corridors, lift lobbies, pool decks, rooftops, external perimeters, and plant rooms.

Individual unit access may be requested in Stage 2 if Stage 1 identifies a defect pattern that requires tracing into unit areas (e.g., a crack in a party wall). Any request for unit access is coordinated with residents in advance, and the number of units required is kept to a minimum.

Can you also do the Periodic Facade Inspection (PFI)?

PSI (Periodic Structural Inspection) and PFI (Periodic Facade Inspection) are two separate BCA requirements. PSI covers structural elements; PFI covers the building's external facade cladding for falling risk. While some building inspections require both, they are conducted by different types of professionals.
