In Brief — BCA PSI Singapore
Periodic Structural Inspection (PSI) is a mandatory BCA regulatory regime under Section 28 of the Building Control Act requiring building owners in Singapore to appoint a qualified Structural Engineer to inspect the structural condition of older buildings and submit a certified report to BCA.

Explained Simply
Under Section 28 of the Building Control Act, all buildings in Singapore aged 13 years or older must undergo a Periodic Structural Inspection (PSI). Non-residential buildings (factories, shophouses, commercial) are inspected every 5 years. Residential buildings (condominiums, landed) are inspected every 10 years.
BCA issues PSI notices to building owners and MCSTs. Upon receipt, you must appoint a BCA-accredited PE (Civil) registered with PEB to conduct the inspection and submit the report to BCA within the stipulated deadline. The PE bears personal civil and criminal liability for inspection findings.
PSI is not a one-off survey — it is a recurring statutory obligation. Failing to comply is an offence under the Building Control Act and can result in enforcement action, fines, and complications when selling or refinancing your property.
A PSI clearance from BCA confirms your building's structural integrity meets the required safety standards under the Building Control Act. It protects occupants, satisfies insurers, and is required for property transactions and refinancing.
Act immediately — deadlines are statutory. WhatsApp Er. David at +65 9800 4385 with your notice details for a same-day response, free advice on your obligations, and a fixed-fee quote.
Pure-residential landed houses excluded from statutory PSI. Structural assessment may still be required for defects, A&A, sale, or bank/insurer request.
By Building Type
Every building type has different access requirements, structural systems, and inspection scope. Select your building type below for specific requirements and indicative pricing.
Condominium PSI is one of the most common PSI assignments in Singapore. The MCST is legally responsible for ensuring PSI is conducted and typically funds it from the sinking fund. The inspection covers all common-area structural elements — car parks, pool decks, corridors, lift lobbies, roofs, and building perimeters.
For large condominiums, access coordination with residents, security, and managing agents is essential. We handle all access coordination and minimize disruption to daily operations. Individual unit access is generally not required for Stage 1.
Engage a PE at least 3 months before the BCA deadline. Budget approval from MCST can take 4–8 weeks. We can assist with budget documentation for your AGM or EGM resolution.
Singapore's shophouses — particularly conservation shophouses in Chinatown, Tanjong Pagar, Little India, and Kampong Glam — require careful structural inspection. Many date from the 1900s–1950s and have masonry and timber structural elements that require experienced assessment.
Shophouse PSI requires the PE to inspect party walls, floor joists (timber or RC), roof structures, staircases, and basement areas where applicable. The PE must understand both traditional masonry construction and any subsequent A&A works that may have altered the original structural system.
URA conservation shophouses have additional requirements. Intrusive testing must be minimised. Our PE has specific experience with heritage structural assessment and understands the regulatory context.
Industrial buildings in Singapore — including B1/B2 factories, warehouses, JTC flatted factories, and logistics hubs — require PSI every 5 years from the 13th year of age. Industrial PSI often involves large floor plates, heavy process loading, overhead crane tracks, and mezzanine structures that require specialist structural assessment.
Factory owners and JTC lessees must ensure PSI is conducted within the prescribed period. JTC may require proof of PSI compliance as part of lease renewal or extension applications.
Commercial buildings — offices, retail malls, mixed developments, and standalone commercial properties — require PSI every 5 years. The complexity of commercial PSI varies significantly based on the number of tenancies, occupancy during inspection, and structural system used.
For occupied commercial buildings, inspection scheduling must work around business operations. We work with building managers to plan inspection access in phases — typically at evenings or weekends for sensitive tenant areas — with minimal disruption to operations.
Detached, semi-detached, inter-terrace, and corner terrace houses aged 13 years or older require PSI every 10 years. Landed property PSI is typically more straightforward than commercial or industrial PSI, but requires careful assessment of foundation settlement, subsidence, and any structural modifications made during renovation.
Homeowners who have undertaken extensive A&A works should note that any structural modifications must have had proper PE endorsement at the time. The PSI PE will identify and document any structural concerns that may have arisen since the last inspection.
BCA Requirements
PSI is conducted in two possible stages. Stage 1 is mandatory. Stage 2 is triggered when Stage 1 finds structural defects requiring further investigation.
Stage 1 — Mandatory
A thorough visual examination of all accessible structural elements by the PE. The inspection produces a certified report documenting the building's structural condition, any observed defects, and a recommendation on whether Stage 2 investigation is required.
Stage 2 — If Defects Found
Triggered when Stage 1 identifies structural defects requiring further assessment. Stage 2 involves non-destructive or intrusive testing, structural calculations, and analysis to determine defect severity and required remediation works.

Non-residential buildings (shophouses, factories, commercial, industrial) require PSI every 5 years from their 13th year of age.
Residential buildings (condominiums, landed, HDB where applicable) require PSI every 10 years from their 13th year of age.
A building becomes subject to PSI from its 13th year onwards. BCA issues the notice approximately 12 months before the inspection is due.
Failure to comply with a BCA PSI notice is an offence under the Building Control Act. Consequences include:
• BCA enforcement notice requiring immediate action
• Fines under the Building Control Act
• Insurance policy complications (some insurers require PSI currency)
• Complications during property sale or bank refinancing (lawyers check PSI status)
• Potential stop-use orders in serious structural risk cases
If you have already missed a deadline or are close to it, contact us immediately — we can prioritise your inspection and manage the BCA correspondence professionally.
No. Stage 2 is only required when Stage 1 identifies structural defects, significant distress, or conditions that require further detailed investigation to determine severity and required remediation. Many buildings — particularly those that are well-maintained and recently renovated — complete their PSI obligation at Stage 1 only.
The PE decides whether Stage 2 is required based on what is observed during Stage 1. The decision is professional and independent — not commercial. We will only recommend Stage 2 if it is genuinely warranted by the structural findings.
The building owner is legally responsible under the Building Control Act. For strata-titled developments (condominiums, commercial strata), the responsibility falls on the Management Corporation (MCST), which funds the inspection from the sinking fund.
For individual commercial or industrial buildings, the registered owner is responsible. For buildings with multiple owners, the MCST or equivalent management body takes responsibility.
We can provide supporting documentation (scope letter, indicative quotation, draft MCST resolution) to assist with budget approval at your AGM or EGM before formally appointing us.
Typical timelines from engagement to BCA clearance:
• Small landed / shophouse / factory: 3–5 weeks (Stage 1 only)
• Condominium (50–200 units): 5–9 weeks
• Large condo / commercial building: 8–14 weeks
• With Stage 2 investigation: add 4–10 weeks depending on testing scope
BCA processing time for report acceptance is typically 2–4 weeks after submission. We track submissions actively and follow up on any BCA queries.
For Stage 1 PSI of condominiums, access to individual private units is generally not required. The inspection covers structural elements in common areas: car parks, corridors, lift lobbies, pool decks, rooftops, external perimeters, and plant rooms.
Individual unit access may be requested in Stage 2 if Stage 1 identifies a defect pattern that requires tracing into unit areas (e.g., a crack in a party wall). Any request for unit access is coordinated with residents in advance, and the number of units required is kept to a minimum.
PSI (Periodic Structural Inspection) and PFI (Periodic Facade Inspection) are two separate BCA requirements. PSI covers structural elements; PFI covers the building's external facade cladding for falling risk. While some building inspections require both, they are conducted by different types of professionals.
Our PE covers PSI (structural). For PFI, we can refer you to a BCA-accredited Competent Person for facade inspection. Contact us and we can advise on which inspection your building's BCA notice relates to.
