What Affects the PSI Fee?

1. Gross Floor Area (GFA) and Number of Storeys

The most direct driver. More floor area and more storeys mean more time on-site for the PE. A 5,000 sqm warehouse takes significantly longer to inspect than a 500 sqm unit.

2. Number of Units (for condominiums)

For condominiums, the number of blocks and units directly affects access coordination time, even though common-area inspection does not require entering individual units. A 600-unit development with 4 blocks has more lift lobbies, corridors, car park levels, and roof areas to cover than a 80-unit single-block development.

3. Access Conditions

Buildings with restricted or difficult access โ€” basement car parks with low headroom, plant rooms requiring confined-space procedures, high-ceiling industrial spaces requiring scaffolding or MEWPs โ€” take longer and may cost more. We flag these during quoting.

4. Drawing Availability

Original structural drawings help the PE understand the intended structural system and identify deviations. When drawings are unavailable (common in older buildings), the PE must work more methodically from visual observation alone. This increases inspection time and therefore cost.

5. Building Age and Condition History

A 40-year-old building in a coastal area with a history of water ingress issues will take longer to inspect and document than a well-maintained 15-year-old building. The PE must be thorough where risk indicators suggest more scrutiny is warranted.

6. Stage 2 (If Triggered)

Stage 2 investigation is not included in Stage 1 pricing. If Stage 1 identifies structural defects requiring further investigation, Stage 2 is quoted separately based on the specific tests required. A targeted carbonation/rebar check might cost S$1,500โ€“S$3,000; a full investigation with core sampling and structural calculations could cost S$8,000โ€“S$20,000.
