PSI Frequency for Shophouses
Shophouses are classified as non-residential buildings under the Building Control Act, which means they require PSI every 5 years from their 13th year of age. In Singapore, most shophouses were built between the 1900s and 1960s โ they are all well past their 13th year and have been on regular PSI cycles for decades.
The PSI notice is sent to the registered owner of the property. For shophouses with multiple storeys under different ownership (e.g., ground floor owned by one party, upper floors by another), BCA may send notices to both owners. We have experience managing multi-owner shophouse PSI engagements.
Why Shophouse PSI Is Different
Shophouses are structurally unlike modern RC frame buildings, and their PSI requires a PE with specific experience in traditional construction. Key differences include:
Masonry Load-Bearing Walls
Most traditional shophouses use unreinforced brick masonry walls as the primary load-bearing structural system, rather than concrete columns and beams. The PE must assess the masonry for cracking, bulging, moisture-related deterioration, and loss of pointing mortar. Diagonal stair-step cracking in masonry is common and requires careful evaluation to determine whether it is cosmetic or structural.
Timber Floor Joists (Older Buildings)
Many pre-war and early post-war shophouses have timber floor joists rather than reinforced concrete slabs. Timber is vulnerable to rot, insect attack (termites), and fire damage. Where timber floors are present, the PE must assess bearing conditions at wall supports, check for deflection under foot loading, and identify any areas of softness or decay.
Party Walls
Shophouses share party walls with adjacent properties. Defects in party walls can affect both properties. The PE inspects the visible face of party walls but notes where access to the adjacent property would be needed to fully assess a defect โ this is flagged in the report but not always achievable.
Street Facade and Five-Foot Way
The ground-floor five-foot way (covered walkway) is a defining feature of Singapore shophouses. The PE inspects the structural soffit above the five-foot way, the supporting columns or arches, and the facade above for cracking and spalling.
For URA-gazetted conservation shophouses, any intrusive testing or works (including concrete core drilling) requires URA approval. The PE must be mindful of this when Stage 2 investigation is contemplated. Our reports for conservation shophouses clearly flag this constraint and recommend URA pre-consultation where necessary.
What the PSI Covers in a Shophouse
- External facade: Street-facing wall, party walls visible from exterior, roof eaves and parapet
- Ground floor: Floor slab or timber ground floor, load-bearing walls, columns/piers
- Upper floors: Floor structure (timber joists or RC slab), staircases, load-bearing walls
- Roof: Roof structure โ pitched clay tile on timber rafters, flat RC roof, or replacement lightweight roof
- Basement (if present): Retaining walls, slab, drainage
- Air well: Internal air well walls and any cantilevered structures
- Previous A&A works: Any structural modifications and their current condition
Most Common Defects Found in Shophouse PSIs
In 15+ years of shophouse PSI inspections across Chinatown, Tanjong Pagar, Telok Ayer, Little India, Kampong Glam, and Joo Chiat, these are the defects we most commonly find:
- Horizontal cracking at mortar beds in masonry walls, usually caused by differential settlement or thermal movement โ often cosmetic, sometimes structural
- Timber floor decay near wall bearings where moisture has penetrated, or where party wall dampness has affected the timber ends
- Roof structure deterioration โ particularly in buildings where the original clay tile roof has been replaced with a heavy concrete screed, adding load the original timber structure was not designed for
- Foundation settlement โ common in shophouses on soft marine clay, particularly near waterfronts or in areas with old reclaimed land
- Unauthorised structural openings โ walls removed or enlarged openings created without structural calculations
